James Lopez, P.E. Principal
A native of the desert southwest, Mr. Lopez grew up on his grandfather’s cattle ranch in eastern New Mexico. After
graduating from the University of New Mexico he went to graduate school at Cornell University where he obtained a Master of Science in Civil and Environmental Engineering. He has published technical articles in academic publications including the prestigious American Geophysical Unions Water Resources Research. After college he went to work as an engineer in
the oil fields of south Texas. In 1994 his wire line crew logged the hottest deepest well in North America. After completing a two year stint in the oil fields, Mr. Lopez relocated to Las Vegas where he began his civil engineering career. In 2002, he opened his civil engineering practice, JPL Engineering, Inc and quickly grew to its current size. Mr. Lopez has extensive civil engineering design experience, drainage, flood plain and flood control projects on alluvial fans, including studies for both residential and commercial land development projects, public works projects and flood mitigation design. He also has been involved in the coordination of major and minor civil and flood control projects with local entities, state and federal agencies, and private development. Mr. Lopez lives
in Henderson, with his wife and three daughters. He is active in the community including City of Henderson Chamber of Commerce, Latin Chamber of Commerce and National Association of Minority Contractors.
Kimanh Le, P.E. Chief Engineer
Ms. Le is a graduate of University of Central Florida with a
degree in Civil Engineering, Licensed in Nevada and Florida. Ms. Le has experience in a diverse range of projects involving residential, commercial, and mixed-use developments as well as public works projects such as roadways and airport expansions. She has functioned in a variety of roles including: Civil Design Engineer, Civil Project Engineer, Project Manager, and Senior Project Manager. Her project responsibilities have included designing roadways, airport runways, and commercial and residential land developments; preparing and presenting technical studies, such as traffic studies plans, traffic impact analysis, airport expansion studies and water network analysis; supervising CADD technicians and junior staff; and managing all aspects of land development projects. Ms. Le has more than 18 years experience in the civil engineering field, of which 8 have been in the Las Vegas Valley area.
Brian Loffman, C.F.M. Project Manager
Mr. Loffman is a gradute of University of Arizona with a degree in
Environmental Science. Mr. Loffman has experience in a diverse range of projects involving hydrologic and hydraulic analyses, modeling, and drainage studies. His project responsibilities have included modeling using HEC-RAS, ArcGIS, WSPG and HEC-1; preparing Letter of Map Revision (LOMR) and Conditional Letter of Map Revision (CLOMR) applications; and designing improvements to storm drains and channels. Mr. Loffman has extensive experience in environmental consulting and has managed environmental site assessments for real estate transfers, bank loans, and redevelopment projects. He has been involved in the design and installation of groundwater and soil remediation systems including pump and treat, air sparging, soil vapor extraction, bioventing, high vacuum dual phase extraction, and in-situ circulation cell. Mr. Loffman has extensive experience in aquifer testing and the preparation of National Pollutant Discharge Elimination System (NPDES) permits and Discharge Monitoring Reports (DMRs). He is an active member in the following organizations: Association of State Floodplain Mangers (ASFPM), Floodplain Management Association (FMA) Arizona Floodplain Management Association (AZFMA); National Ground Water Association (NGWA)
Steve Paynter Senior Civil Designer/Project Manager
Mr. Paynter has 10 plus years of experience in the field of civil
engineering. Mr. Paynter joined JPL Engineering, Inc. in 2006 as a
Senior Civil Designer/Project manager and has experience in a diverse range of projects involving residential and commercial projects. Steven is responsible for working one-on-one with clients, agencies and staff to complete projects and exceed client’s expectations. Steven sees great value in mentoring his team members, while enhancing JPL Engineering, Inc. reputation as a firm that provides high quality and efficient service to a wide client base.
